How do Remove a dictator??

I am at a loss as to how to see this thru, How do we repeal ByLaws and how can we get a free convention when Andy can line up zombies from MUW till the cows come home! By the way the new ByLaws are now availible; http://www.seiu.org/docUploads/FINAL_AMEND_RESOLUTIONS.pdf
so maybe somebody bright out there will have an IDEA! HELP!!
